Why Is Policy Needed?


Notice to Parents, Students and Staff in the Marshall School District:

In an attempt to comply with a federal mandate issued to all schools regarding wellness of student. Marshall School District, as of July 1st, 2006, has adopted a wellness policy.

Definition of Foods of Minimal Nutritional Value (FMNV) - those foods as defined in federal regulations for the National School Lunch Program and the school breakfast program. FMNV includes all soda water (includes soda); water ices (popsicles); chewing gum; certain candies such as hard cand, jellies and gums; marshmallow candies; fondant (candy corn and soft mints); licorice, spun cnady; and candy coated popcorn. Foods of Minimal Nutritional Value (FMNV) are any foods that are not nutrient dense per calorie.

  1. Vending Machines-In addition to some of the same old choices, vending machines will offer healthy alternatives to FMNV such as granola bars, chex mix, bottled water, 100% fruit juices, etc.
  2. Breakfast/Lunch-Nutritional meals that meet the Missouri Eat Smart Guidelines will be served.
  3. School Fundraiser-Groups may sell candy, etc. as a fundraiser. HOWEVER, these (FMNV) will not be sold during school hours.
  4. Snacks, drinks and parties at school-Students are incouraged to bring individual water bottles. FMNV will not be used as rewards in the classroom. Classroom parties will be limited in frequency and types of food and beverage. Healthy snacks and healthy beverages will be permitted. Birthday celebrations will be held once a month and a moderate amount of cakes and cookies, etc. will be allowed at that time. School reward parties will be limited in frequency at the discretion of the building principal.
  5. Recess and Physical Education-Recess will be held before lunch at the elementary levels so students can relax while eating. Physical activity will not be withheld as a form of punishment. Physical Education opportunities will increase as scheduling and staff permits.


Suggestions for healthy snacks and beverages:

  • Bottled water, 100% juice drinks, Sport drinks, skim milk
  • Whole wheat crackers, popcort, nuts/seeds, chex mix, granola bars, baked chips/salsa, pretzels, rice cakes, graham crackers, animal crackers, whole wheat bread, angel food cake
  • Vegetables such as carrot sticks, celery sticks, etc.
  • Fruits such as apples, oranges, etc. and fruit cups and raisins and dried fruit
  • Yogurt, cheese and pudding made from skim milk
  • Peanut butter, fig bars, unsweetened apple sauce
