Marshall School District, Marshall, Missouri is soliciting qualifications for the services for a Guaranteed Energy Performance Contract service. All interested Qualified Energy Service Companies should submit a proposal for consideration to the School District by August 18, 2022, at 12:00 p.m.
A Qualified Energy Service Company is defined as “Accredited” by the National Association of Energy Service Companies (NAESCO).
The energy service company is expected to provide a full range of pre-construction and construction phase services including analysis, design, construction implementation, warranty support, and measurement and verification of energy savings. Please submit the following information:
Information about the company including name, address of primary office servicing this project, and evidence of NAESCO Accreditation.
Describe your companies approach and proposed services offered to the District.
Key personnel of the firm including the educational background, experience on similar projects, and qualifications for the role on this project.
List of all Missouri educational projects your company has completed.
Past record of performance including the ability to work within budget constraints, ability to meet schedules, warranty support, and track record on energy savings guarantees.
Describe the approach to determining energy reduction projections as well as the methodology for measuring and verifying actual energy savings for the District.
Financial reference from the company's bank showing the financial viability and a letter from the company’s surety provider stating that the Company will be able to provide a Performance and Payment Bond equal to 100% of the project cost.
From the information submitted to the District the District may conduct interviews. A company will be selected based on the Districts evaluation of all the material submitted and any oral interviews if conducted. All proposals and subsequent contracts for the work must comply with Missouri Statute including but not limited to MORs 8.231.
Submit 3 copies and a thumb drive of the proposal and deliver to the District office no later than 12:00 p.m. on August 18, 2022. Proposals should be marked to the attention of Dr. Caleb Petet, Superintendent of Marshall School District, 860 West Vest, Marshall, MO 65340.
The District will not be responsible for any cost associated with preparing the proposal.
All questions will be answered by email to all bidders. No ESCO or potential bidder shall attempt to communicate with the School District board members, administration, staff, or other district employees without written permission from the District’s Contact Person listed above. Any ESCO or potential bidder found to be in violation of the communication expectations of the Marshall School District will be subject to disqualification.
